Covington is a member of the Executive Committee of the NAIC, Chair of the Regulatory Reengineering Task Force and Electronic Commerce Working Group and Vice-Chair of the Special Insurance Issues Committee.

Covington completed his undergraduate work with a B.S.B.A. in Banking and Finance. He graduated from the University of Arkansas School of Law a published member of the Arkansas Law Review.
